Appropriates $905,071,666.00 from the Department of Transportation Funds for Mississippi Department of Transportation administrative expenses for fiscal year 2015 (July 1, 2014 - June 30, 2015).

Authorizes 3,432 permanent full-time positions and 9 permanent part-time positions; funds allocated to Administration ($50.1 million), Construction ($558 million), Maintenance ($184.2 million), Debt Service ($65.2 million), Law Enforcement ($13.6 million), and Aeronautics/Rails ($34 million).

Restricts salary increases and promotions except for teacher increments, career ladder advancement, certified professional licenses, emergency health care/child protection appointments, and Legislature-authorized actions; freezes personal services costs at FY2015 levels unless programs are added.

Transfers $650,000 to Department of Agriculture and Commerce for Beaver Control Program; allocates $300,000 for Statewide Litter Prevention Program and $100,000 for monorail transportation study in Tunica and DeSoto Counties.

Mandates project planning oversight policies, requires notification to legislators before project awards and ceremonies, sets performance targets for maintenance/construction/law enforcement activities, and designates specific funds for Highway 15 improvements in Laurel, Highway 32 upgrades in Parchman, Highway 14 rehabilitation at Rolling Fork ($11.16 million), Parks Road repairs in Drew ($1.6 million), and Highway 552 upgrades in Claiborne County ($4 million).
