Provides funding for specialized programs including $22.6 million for National Board Certification, $15 million for the Educable Child Program, $6 million for Teach for America, and $3.5 million for the Mississippi Community Oriented Policing Services in Schools (MCOPS) program

Funds the Vocational and Technical Education Division at $73 million from general funds and $21 million from special funds, with up to $1.8 million designated for agricultural technology programs, robotic engineering, and equipment upgrades

Authorizes $9.95 million for the Mississippi School for the Blind and Mississippi School for the Deaf, and establishes performance targets including increasing graduation rates by 2% annually and reducing schools rated "D" or "F" by 10%
