Appropriates $5,807,832.00 from the State General Fund and $6,226,040.00 from special funds to the Mississippi Authority for Educational Television for fiscal year 2015 (July 1, 2014 - June 30, 2015).

Authorizes 110 full-time permanent positions and 11 full-time time-limited positions for the agency.

Provides $1,000 salary increases for full-time employees (pro-rated for part-time) who have not received a raise since July 1, 2010, and earn less than $30,000 annually as of June 30, 2014.

Restricts salary increases to 5% maximum for employees without raises since July 1, 2010, with exemptions for teacher increments, career ladder advancements, and certain professional certifications.

Establishes performance targets including 425 locally produced TV programs, 57,792 persons using education services, 97% TV on-air reliability, and acquisition of $35,000 in new grant dollars.
