Appropriates $11,555,484.00 from the State General Fund and $2,458,700.00 from special funds to the Mississippi Library Commission for fiscal year 2015 (July 1, 2014 - June 30, 2015).

Authorizes 48 permanent full-time positions for the commission and includes $1,000 salary increases for full-time employees earning less than $30,000 annually who have not received raises since July 1, 2010.

Requires $3,467,710.00 of appropriated funds be used for health insurance coverage for full-time library staff members in Mississippi's public libraries.

Mandates a minimum of $1,000,000.00 be expended for the MAGNOLIA Database and establishes performance targets including 250 grants issued, 55 continuing education courses, and 45,000 children in the summer library program.

Takes effect July 1, 2014.
