Appropriates $820,447,356 from the State General Fund to the Division of Medicaid for fiscal year 2015 (July 1, 2014 - June 30, 2015) to provide medical assistance and administer the Mississippi Medicaid Law

Allocates an additional $434,616,785 from the Medical Care Fund, $4,336,676,656 from special funds, and $64,990,858 from the Health Care Expendable Fund for Medicaid programs including CHIP at 200% poverty level, eyeglasses for adults, Home and Community Waiver Program, and dental services

Authorizes 1,028 permanent full-time positions and 29 time-limited full-time positions, with a $1,000 salary increase for full-time employees earning less than $30,000 annually who have not received a raise since July 1, 2010

Provides $2,750,000 for nonemergency dialysis transportation for end-stage renal disease patients aged 65 or older or disabled with income not exceeding 135% of the poverty level

Establishes performance targets including 694,791 enrolled Medicaid recipients, 75,573 CHIP enrollees, 17,800 persons served in the Elderly & Disabled waiver program, and requires 90% of applications processed within standard of promptness
