Appropriates $39,130.00 from the State Board of Registered Foresters Fund to cover expenses of the State Board of Registration for Foresters for fiscal year 2015 (July 1, 2014 through June 30, 2015).

Requires the State Board of Registration for Foresters to maintain complete accounting and personnel records in the same format and level of detail as fiscal year 2014.

Directs the agency to submit its fiscal year 2016 budget request to the Joint Legislative Budget Committee in a format comparable to the fiscal year 2015 request process.

Establishes preference for Mississippi Industries for the Blind when purchasing commodities or equipment if multiple bids are received with equal price, quality, and service, or when making purchases without competitive bids.

Requires compliance with Mississippi Code Section 27-104-25, prohibiting state agencies from incurring obligations exceeding their appropriation, with responsible officers held liable for violations.
