Appropriates $21,855.00 from the State General Fund to the Mississippi River Parkway Commission for fiscal year 2015 (July 1, 2014 - June 30, 2015).

Requires the Commission to maintain complete accounting and personnel records in the same format and level of detail as Fiscal Year 2014.

Directs the Commission to give preference to Mississippi Industries for the Blind when receiving multiple bids with equal price, quality, and service, or when making purchases without competitive bids.

Obligates the Commission to comply with Section 27-104-25, Mississippi Code of 1972, prohibiting obligations or indebtedness exceeding the appropriation.

Takes effect July 1, 2014.
