Appropriates $265,085,189.00 to the Mississippi State Port Authority at Gulfport for fiscal year 2015 (July 1, 2014 - June 30, 2015).

Authorizes 39 permanent full-time positions for the Port Authority.

Allocates $135,000.00 for overtime, callback, or standby pay salary increases.

Requires the Port Authority to maintain accounting and personnel records in the same format and level of detail as fiscal year 2014, with comparable budget request formatting for fiscal year 2016.

Permits expenditure escalations above appropriated limits only in cases of natural disasters or major catastrophes, contingent upon approval from the Port Authority, Mississippi Development Authority, and Department of Finance and Administration.
