Appropriates $14,030,240.00 from special funds to the Mississippi Department of Insurance for fiscal year 2015 (July 1, 2014 - June 30, 2015), comprising 149 permanent full-time positions.

Authorizes $1,000 salary increases for full-time employees earning less than $30,000 annually who have not received raises since July 1, 2010, and restricts future salary increases to 5% unless specifically exempted by legislative authorization.

Appropriates $2,700,000.00 for the Rural Fire Truck Acquisition Assistance Program and reappropriates $50,000.00 from the Rural Fire Truck Acquisition Fund and $470,000.00 from the Supplemental Rural Fire Truck Fund.

Provides $250,000.00 to the State Fire Marshal's Office for fire safety prevention and services and authorizes position reallocations and reclassifications totaling $345,492.00 across divisions.

Appropriates $190,000.00 for court litigation expenses and authorizes $300,000.00 in special funds for the Office of the Commissioner of Insurance with authority to accept and expend these funds.
