Appropriates $149,145,151 from the State General Fund and $1,366,138,762 from special funds to the Department of Human Services for fiscal year 2015 (July 1, 2014 - June 30, 2015).

Authorizes 3,046 permanent full-time positions, 1 permanent part-time position, 872 time-limited full-time positions, and 0 time-limited part-time positions.

Provides $1,000 salary increases for full-time employees (or pro-rated for part-time) earning less than $30,000 annually who have not received raises since July 1, 2010.

Transfers $1,000,000 to the Department of Health for Child Care Licensure Program and $250,000 to the Juvenile Facility Monitoring Unit at the Department of Public Safety.

Establishes performance targets for various programs including child support enforcement, aging and adult services, food assistance, and family and children's services, with reporting required to the Joint Legislative Budget Committee.
