Appropriates $11,780,405.00 from the State General Fund and $249,847,999.00 from special funds to the Department of Environmental Quality for fiscal year 2015 (July 1, 2014 - June 30, 2015).

Authorizes 274 permanent full-time positions and 217 time-limited full-time positions for the department.

Provides $1,000 salary increases for full-time employees earning less than $30,000 annually who have not received raises since July 1, 2010.

Sets specific performance targets for pollution control, construction grants, land and water management, and geology activities during fiscal year 2015.

Allocates $1,000,000 from the Capital Expense Fund for the Water Pollution Control Revolving Loan Fund and authorizes up to $5,000,000 in fund escalations with State Fiscal Officer approval.
