Appropriates $5,884,233.00 from the Public Service Commission Regulation Fund for the Mississippi Public Service Commission's operating expenses for fiscal year 2015 (July 1, 2014 - June 30, 2015).

Authorizes 66 permanent full-time positions, 6 permanent part-time positions, 5 time-limited full-time positions, and 0 time-limited part-time positions.

Provides $1,000 salary increases for full-time employees (prorated for part-time) earning under $30,000 annually who have not received raises since July 1, 2010; caps future salary increases at 5% for employees without raises since that date, with specified exemptions.

Appropriates an additional $200,000 for administering the Mississippi Telephone Solicitation Act.

Requires the Public Service Commission to compile and report time expended on each regulated entity to the House Public Utilities Committee by August 1, 2014, and directs preference to Mississippi Industries for the Blind in procurement decisions.
