Authorizes the State Bond Commission to issue up to $2,000,000 in general obligation bonds to fund construction, repair, renovation, and improvements to the Jackson Zoo in Jackson, Mississippi.

Creates a special "2014 Jackson Zoo Improvements Fund" within the State Treasury to receive bond proceeds and disburse funds for eligible Jackson Zoo projects.

Bonds may be issued at any time or in multiple installments but cannot be issued after July 1, 2018, with maturity dates not exceeding 25 years from issuance.

Pledges the full faith and credit of the State of Mississippi to guarantee bond payments, with any deficiencies paid from the State Treasury; bonds are exempt from state taxation.

Requires the State Bond Commission to handle all aspects of bond issuance including determining sale method, advertising, accepting bids, and transferring proceeds to the special fund.
