Designates programs and projects promoting Mississippi's heritage, history, and culture as a priority for the Division of Tourism Development of the Mississippi Development Authority.

Establishes the Statewide Tourism Projects Fund to receive up to $15 million in state general obligation bond proceeds for nine specific tourism projects including the Mississippi Arts and Entertainment Center ($5 million), Elvis Presley Birthplace Museum ($2 million), and civil rights historical sites ($2 million).

Creates the Mississippi Heritage, History and Culture Tourism Fund to receive up to $5 million in bond proceeds for various tourism programs and projects addressing the state's heritage, history, culture, literature, and arts.

Authorizes issuance of up to $20 million in general obligation bonds (deadline July 1, 2018) to fund both special funds, with proceeds distributed by the Department of Finance and Administration.

Requires projects funded from the Statewide Tourism Projects Fund to demonstrate significant tourism impact, complete cost-benefit analysis, adequate planning, and matching funds from private, local government, or federal sources of at least 10 percent of state funds used.
