Extends the repeal date of Starkville's Economic Development, Tourism and Convention Tax from June 30, 2015 to June 30, 2025.

Updates references in the tax collection process from "State Tax Commission" to "Department of Revenue" for administering the 2% tax on restaurant gross income.

Maintains the existing distribution formula for tax proceeds: 15% to Economic Development Authority, 15% to Visitors and Convention Council, 10% retained by city, 40% to Starkville Park Commission, and 20% to Mississippi State University.

Preserves all existing governance requirements including annual independent audits, budget approval by governing authority, and compliance with Mississippi public purchasing and contracting laws.
