Extends the repeal date of the City of Southaven's restaurant tax from July 1, 2014 to July 1, 2017.

Authorizes Southaven to impose a tax up to 1% on gross proceeds from sales of beverages and prepared food at restaurants within city limits.

Tax revenue must be dedicated solely to promoting tourism, parks, and recreation, and cannot be counted as general fund revenues.

Department of Revenue retains 3% of collected tax to cover administrative costs, with remaining proceeds paid to the city by the 15th of each month.

City must adopt a resolution, publish notice for three consecutive weeks, and obtain approval from 60% of qualified electors voting in a public election before implementing the tax.
