Authorizes the Kemper County Board of Supervisors to create and participate in the Kemper County Natural Gas District, encompassing all uncertificated areas of the county.

Establishes a six-member interim board of commissioners appointed by the Board of Supervisors, with authority transferring to elected resident commissioners after the system serves at least 100 users.

Grants the district authority to construct, operate, and manage a natural gas transmission and distribution system; contract with public or private entities; and accept federal, state, and private funding.

Authorizes issuance of revenue bonds up to $10,000,000 to finance system construction, with voter approval required if 10% of users file written protest.

Exempts the district's system from Mississippi Public Service Commission jurisdiction and ad valorem taxation if financed through lease-purchase agreements.
