Extends the repeal date of Chapter 816, Local and Private Laws of 1991 from July 1, 2014 to July 1, 2017, allowing the Washington County Convention and Visitors Committee and its authorized tax to continue operating.

Authorizes the Economic Development District of Washington County to create and operate the Washington County Convention and Visitors Committee to promote tourism and conventions within the county.

Permits Washington County Board of Supervisors to levy a tax not exceeding 1% on gross proceeds of sales from hotels, motels, restaurants, and on-premises alcohol retailers, with exemptions for restaurants under $100,000 annual gross income and hotels/motels with 10 or fewer rental units.

Requires the committee to allocate and pay annually not more than $25,000 per year to Washington County for use of county facilities and support services.

Establishes a 9-member committee appointed by the Economic Development District, with members serving two-year terms (starting January 1, 2012) limited to two consecutive terms, and oversight through monthly financial reporting and annual independent audits.
