Establishes an initial fund appropriation of $200,000 with provisions for additional legislative appropriations and donations, with State Treasurer managing investments under Public Employees' Retirement System guidelines.

Conforms Section 99-19-73 to change all references from "Law Enforcement Officers and Fire Fighters Death Benefits Trust Fund" to "Safety Officials Death Benefits Trust Fund" across multiple criminal and traffic violation assessment categories.
