House Bill 199 Summary

• Requires all recipients of Medicaid, Children's Health Insurance Program (CHIP), and State and School Employees Health Insurance Plan benefits to undergo annual testing and screening for illegal drug use, alcohol abuse, Hepatitis B and C, tuberculosis, and sexually transmitted diseases.

• Mandates that testing and screening costs be covered as a benefit under each respective program or plan with no cost to beneficiaries.

• Authorizes the State and School Employees Health Insurance Management Board and Executive Director of the Division of Medicaid to adopt necessary rules and regulations to implement these screening requirements.

• Amends Section 25-15-9 (State and School Employees Health Insurance Plan) and Section 43-13-117 (Medicaid services) to include coverage for services necessary to conduct required testing and screening.

• Becomes effective July 1, 2014.
