Creates the "Utility Worker Protection Act" to protect utility workers and services from criminal tampering and threats.

Defines "tamper" as improper interference or unwarranted alteration of another's property, and includes utility services such as gas, electricity, steam, water, sewage, transportation, communication, cable, and broadband.

Makes criminal tampering a felony when a person intentionally causes substantial interruption or impairment of utility services without authorization, or threatens a utility worker with a deadly weapon or dangerous instrument while the worker is performing authorized duties and has properly identified themselves.

Establishes punishment of one to ten years imprisonment in the Department of Corrections for violations of the act.
