Authorizes 17 new distinctive license tags for organizations including Friends of Jackson County Animal Shelter Pets, National Law Enforcement Officers Memorial Fund, Mississippi Band of Choctaw Indians, Mississippi Vision Foundation, State Board of Cosmetology, and several school districts (Lawrence County, Pass Christian, Pontotoc City, Meridian High, Moss Point High, Forest High, West Lauderdale High, Choctaw County)

Sets a $30 annual additional fee for most new distinctive tags, with $24 typically going to the designated organization, $2 to the State Highway Fund, $1 to the Mississippi Burn Care Fund, $1 to a special fund, and $2 retained by the county tax collector

Reauthorizes and extends deadlines for existing distinctive tags including public junior college/community college tags, out-of-state university tags, and Boys and Girls Clubs tags through July 1, 2017

Creates a distinctive tag honoring fallen law enforcement officers with proceeds benefiting the Law Enforcement Officers and Fire Fighters Death Benefits Trust Fund, exempt from minimum purchase requirements

Expands eligibility for the Grand Lodge of Mississippi (Freemason) license tag to include daughters, mothers, sisters, widows, and persons approved by a Master Mason in good standing, and authorizes an optional new design for Alpha Phi Alpha fraternity tags
