Authorizes issuance of a "cultural and educational center permit" allowing sale of alcoholic beverages on premises of nonprofit organizations in National Register historic buildings within qualified resort areas, limited to hours when activities, classes, or events are conducted.

Creates exception to the 400-foot distance restriction (100 feet in commercial zones) that normally prohibits alcohol sales near churches, schools, kindergartens, and funeral homes; exception applies only during scheduled center activities and excludes times when schools are in session.

Sets annual privilege license tax for cultural and educational center permits at $225.00, plus $250.00 for each additional $5,000 in purchases exceeding $5,000.

Requires the center to be operated by a nonprofit organization and located in a building listed on the National Register of Historic Places within a qualified resort area.

Effective July 1, 2014.
