Increases the maximum amount that may be transferred from the Capital Expense Fund to the Bureau of Building, Grounds and Real Property Management for any single emergency from $500,000 to $1,000,000.

Increases the maximum amount that may be transferred to the Bureau for all emergencies during any fiscal year from $2,000,000 to $5,000,000.

Requires the Department of Finance and Administration to submit an annual report by September 1 to the Legislative Budget Office and relevant legislative committees detailing all repair, renovation, and construction projects funded from the Capital Expense Fund.

Annual reports must include project names, scopes, total budgets, primary professionals, amounts allocated and expended in the current fiscal year, and sources of other project funds.

Takes effect July 1, 2014.
