Expands Medicaid eligibility to include individuals under 65 years old who are not pregnant, not enrolled in Medicare, and have income not exceeding 133% of the federal poverty level, consistent with the Patient Protection and Affordable Care Act.

Requires eligible individuals under the new category to receive benchmark coverage or benchmark equivalent coverage as defined under Section 1937 of the federal Social Security Act.

Directs the Division of Medicaid to determine eligibility for individuals covered under the new expansion category.

Becomes effective July 1, 2014.
