Appropriates $10,000,000 from the State General Fund to the Recreational Facilities Activity Program Fund for fiscal year 2015 (July 1, 2014 - June 30, 2015).

Designates the State Department of Education to administer the appropriated funds for constructing and maintaining recreational facilities on school property or county-owned/leased property accessible to schools.

Authorizes the State Department of Education to establish maximum funding limits per county for recreational facility projects.

Takes effect July 1, 2014.
