Requires all state agencies, departments, institutions, and political subdivisions that provide programs or services to children to create an annual itemized list of those programs and services.

Each itemized list must include program descriptions (categorized by program, target population, and region), federal and state funding sources, operating costs, performance measures with intended and actual outcomes, and the number of children served.

Agencies must submit their itemized lists to the John C. Stennis Institute of Government at Mississippi State University by September 1 of each year.

The Stennis Institute shall compile all submitted information into a single document organized by both program type and providing agency, and distribute it to the Chairpersons and Vice Chairpersons of the House and Senate Appropriations, Education, and Public Health committees by December 1 of each year.

The act becomes effective July 1, 2014.
