Establishes the College and Career Readiness Planning Program to reduce college remediation rates and improve student preparedness for postsecondary education

Requires all 8th grade students in public schools to take the EXPLORE assessment and all 10th grade students to take the PLAN or PSAT, beginning with the 2015-2016 school year

Mandates that public schools incorporate assessment results into college and career planning processes for each student by the 2016-2017 school year

Authorizes funding for the assessments through State Department of Education at-risk funding

Requires the State Department of Education to collect data, promulgate implementation rules, and report annually to legislative education committees beginning October 1, 2018
