Amends Mississippi Code Section 41-29-139 to make it a felony to carry or possess any controlled substance in state, county, or municipally owned buildings or facilities.

Establishes penalties of imprisonment for not less than 1 year nor more than 5 years and a fine of not less than $1,000 and not more than $10,000 for violation.

Applies to all controlled substances regardless of schedule classification or amount.

Takes effect July 1, 2014.
