Requires school boards of receiving districts to certify to the State Department of Education by September 1 each year the number of students transferred from their district of residence.

Requires transferring school districts to certify the total number of resident students enrolled plus those transferring out to other districts.

Directs the State Department of Education to calculate the percentage of students transferring from the originating district and certify this to the levying authority.

Mandates that levying authorities remit ad valorem tax proceeds from the originating district to the receiving district in an amount equal to the per-pupil pro rata share based on the transfer percentage.

Effective July 1, 2014, applies the same transfer funding mechanism to inter-district student transfers under Section 37-15-31(1)(d).
