Department of Finance and Administration's Bureau of Building, Grounds and Real Property Management shall establish and issue an advisory list of best-practices measures to state agencies and facilities to conserve energy and reduce operational costs.

Advisory list shall include specific energy efficiency measures such as installing timers or motion sensors on lights, replacing incandescent bulbs with compact fluorescent bulbs, powering off office equipment after business hours, and using programmable thermostats.

List shall also include performing routine maintenance on HVAC systems, enabling power save features on office equipment, using power strips to control electronic loads, and designating a responsible party to oversee energy efficiency practices.

Bureau is authorized to take any necessary actions to implement the act and establish additional requirements for energy efficiency best practices at state agencies and facilities under its authority.

Effective date is July 1, 2014.
