Amends Section 19-31-51 of Mississippi Code to modify notice requirements for water and sewer districts petitioning the Public Service Commission for certificates of public convenience and necessity in uncertificated areas.

Allows notice to be given by publication of a display advertisement (2 columns wide by 5 inches deep) one time in a newspaper of general circulation within the county or counties where the district is located, in addition to regular mail notice.

Requires notice by regular mail to all property owners in the area as listed on county tax rolls at the time of filing the petition, and to public improvement districts and other public entities in such area.

Notice must include instructions for property owners and governmental entities on how to appear before the Public Service Commission and participate as interested parties with objections or other input.

Takes effect July 1, 2014.
