Establishes a process where the Department of Public Safety notifies vehicle owners of unverified insurance and suspends vehicle registration and driver's licenses if proof of liability insurance is not provided within 30 days.

Requires registered owners, lessees, and renters to maintain vehicle liability insurance, with violations subject to penalties under the chapter.

Requires lessees or renters who exercise a purchase option to apply to the Department of Revenue for a new title reflecting the change in ownership status.
