Creates a Division of Workers' Compensation under the Office of the Governor to replace the Workers' Compensation Commission, effective July 1, 2014.

Transfers all powers, property, assets, funds, and employees of the Workers' Compensation Commission to the new division.

Establishes an Executive Director appointed by the Governor for a four-year term with Senate consent, replacing the three-member commission structure.

Changes the appeals process so that claimant hearings are conducted by administrative law judges with appeals taken directly to the Mississippi Supreme Court, eliminating intermediate commission review.

Creates an advisory committee composed of representatives from the Mississippi Bar Association's Workers' Compensation Section and Mississippi Trial Lawyers Association to review and propose amendments to division rules and regulations annually.
