Prohibits all drivers from using wireless communication devices to send or receive written messages (texting) while operating a motor vehicle on public roads in Mississippi

Expands existing texting restrictions that previously applied only to drivers with intermediate licenses, temporary learning permits, or temporary driving permits to cover all drivers

Establishes a fine of up to $500 for violations, increasing to up to $1,000 if the violation occurs during a motor vehicle accident

Exempts law enforcement, emergency vehicle drivers, persons reporting emergencies or dangerous behavior, parked vehicles, and communications with emergency services (E911, hospitals, ambulance, fire, police)

Requires law enforcement officers to document wireless device use on accident reports when a driver is cited for violating this section
