Prohibits operating a motor vehicle while using a cellular telephone without hands-free accessories, defined as devices allowing operation without holding the phone in one's hands.

Exempts calls made solely to E911 and calls made while the vehicle is parked from the prohibition.

First offense: fine of up to $150.

Second offense within three years: fine of up to $300.

Third or subsequent offense within three years: fine of up to $500, imprisonment up to six months in county jail, and community service of at least 10 days.
