Defines "crimes with bail restrictions" as 14 specific felonies (capital murder, murder, rape, robbery, etc.) plus all drug-related and racketeering felonies, limiting bail to cash, surety bonds, or real property bonds with unencumbered equity.

Creates presumption that courts must require full cash bail (excluding other forms) when defendant charged with bail-restricted crime and has two pending indictable cases, two prior felony convictions, one prior violent felony conviction, or was on parole at arrest.

Requires property bond owners to file affidavit with legal description, encumbrances, licensed appraisal of unencumbered equity, and statement of sole ownership when posting bail bond secured by real property.

Brings forward existing Mississippi Code sections 99-5-5, 99-5-7, 99-5-9, 99-5-13, 99-5-23, and 99-5-25 relating to bond procedures, conditions, forfeiture, and surety revocation.

Takes effect July 1, 2014.
