Reenacts Sections 73-31-1 through 73-31-29 of the Mississippi Code of 1972, which establish the Mississippi Board of Psychology and prescribe its powers and duties.

Extends the automatic repeal date for the Board of Psychology from July 1, 2014 to July 1, 2018.

Maintains the Board's authority to license psychologists, conduct examinations, issue temporary and reciprocal licenses, establish fees (not to exceed $700.00 for applications and renewals), and discipline licensees.

Requires psychologists to hold doctoral degrees from accredited institutions, complete two years of supervised experience including a pre-doctoral internship and one year of post-doctoral experience, and pass written and oral examinations.

Establishes the seven-member Board composition, including six licensed psychologists and one public member, with Board members appointed by the Governor to five-year terms not to exceed two consecutive terms.
