Removes the July 1, 2014 sunset date (repealer) on the exemption allowing unlicensed persons to construct water wells on their own property for crop irrigation on their farms.

Exemption remains subject to compliance with all rules and regulations for well construction established under Mississippi Code Section 51-5-1.

Water well contractor licensure continues to be required for all other well drilling and development activities in Mississippi, with a license fee of $100 annually.

Exemption applies only to wells intended for irrigation use on the driller's own or leased farm property, and does not apply to public water supplies or wells serving other residences.

Effective date: July 1, 2014.
