Reenacts sections 47-5-1001 through 47-5-1014 of Mississippi Code regarding intensive supervision programs and electronic home detention for offenders.

Extends the repeal date of the intensive supervision program from June 30, 2014, to June 30, 2018.

Maintains program requirements including monthly fees of $88.00 or more for participants, employment or student status, community service, electronic monitoring, and residence restrictions.

Allows courts and the Department of Corrections to place low-risk, nonviolent offenders (excluding sex offenders) in the program as an alternative to incarceration, with exclusions for death sentences, life imprisonment, and certain felony convictions.

Requires the Department of Corrections to collect monthly supervision fees and maintain records subject to annual audit by the Department of Audit.
