Governor shall appoint the Executive Director of the Mississippi Department of Transportation, replacing the previous appointment authority of the commission.

Executive Director shall serve at the Governor's will and pleasure, with all appointments requiring advice and consent of the Senate.

Current Executive Director serving upon passage shall continue until July 1, 2014, and shall be eligible for reappointment.

Executive Director must possess wide knowledge of Mississippi's transportation system, principles of transportation organization and administration, and selected training or expertise in transportation.

Executive Director shall serve as chief administrative officer of the department and must provide a $50,000 bond before taking office.
