Brings forward sections 41-119-1 through 41-119-17 of the Health Information Technology Act (MS-HIN), establishing the Mississippi Health Information Network as a public-private partnership governed by an 11-member board.

Extends the automatic repealer date for the Health Information Technology Act from July 1, 2014 to July 1, 2019.

Directs the Legislative Audit Committee (PEER) to develop a report by December 1, 2014 evaluating the electronic health records system implementation progress in Mississippi, including assessment of RFPs, expenditures, ARRA funds usage, and recommendations for legislation.

Establishes MS-HIN duties including facilitating statewide health information networks, promoting efficient communication among healthcare providers and payers, and ensuring certified electronic health records technology improves quality and safety while protecting privacy.

Takes effect July 1, 2014.
