Deletes the July 1, 2014 repeal date for the Department of Environmental Quality's authority to borrow up to $80,000,000 from the Mississippi Development Bank for loan programs.

Deletes the July 1, 2017 repeal date for the State Department of Health's authority to borrow up to $80,000,000 from the Mississippi Development Bank for loan programs.

Allows both departments to use revenues from their loan programs (including principal and interest repayments and investment earnings) to repay borrowings from the bank without additional legislative appropriations.

Permits both departments to pledge funds and revenues from their loan programs to secure repayment of bank loans while remaining exempt from certain statutory limitations and restrictions.

Takes effect July 1, 2014.
