Reenacts sections 7-9-151 through 7-9-159 establishing the Capital Improvements Preplanning Fund in the State Treasury to fund preliminary studies and plans for capital improvement projects.

Authorizes the Bureau of Building, Grounds and Real Property Management to expend up to $250,000 per project for preliminary studies, plans, appraisals, and real property options for projects proposed to the Legislature.

Limits preplanning expenditures to 2.5% of the estimated project cost for legislatively authorized projects, or $250,000 maximum for projects the bureau proposes to the Legislature.

Requires preplanning expenses to be reimbursed to the fund from appropriations or bond proceeds when projects are authorized and funded by the Legislature.

Repeals section 7-9-161, removing the automatic repealer date on the Capital Improvements Preplanning Fund provisions, making them permanent; effective July 1, 2014.
