Extends the repeal date of provisions allowing personal care home residents to remain in facilities even after being determined to need skilled nursing services from June 30, 2014 to July 1, 2017.

Limits personal care homes to allowing no more than two residents or ten percent of total facility residents (whichever is greater) to remain under these provisions with written resident consent and physician approval.

Requires the State Board of Health to promulgate regulations governing personal care homes' handling of resident personal deposits, including deposit account requirements and one-year hold periods before unclaimed balances transfer to facility operating funds.

Mandates personal care homes maintain records relating to resident health conditions, medications administered, and medication reactions, with records available to families upon reasonable request.

Effective date is June 30, 2014.
