Establishes the Mississippi Qualified Health Center and Rural Health Clinic Capacity Building Grant Program under the State Department of Health to award competitive grants to qualified health centers and rural health clinics serving uninsured or medically indigent patients.

Restricts grant use to increasing patient access to preventative and primary care services through extended hours, satellite/mobile facilities, workforce collaboration, or emergency room reduction programs; prohibits use for land acquisition or capital construction.

Authorizes total grants of $4,800,000 per state fiscal year with individual grants capped at 25% of annual awards; allows department to use up to 1.5% or $72,000 annually (whichever is greater) for program administration.

Requires the State Department of Health to develop regulations, establish an objective review committee for competitive scoring, and conduct audits to ensure grant funds expand primary care access; may establish an advisory council.

Sunsets the program on July 1, 2020 with effectiveness date of July 1, 2014.
