Prohibits any person or entity from intentionally or knowingly performing human cloning, participating in cloning attempts, transferring cloned products, or transferring biological materials for cloning purposes.

Establishes criminal penalties of up to $10,000 fine and/or one year in county jail for violations, and civil penalties of $1,000,000 to twice the gross pecuniary gain for violations involving financial benefit.

Exempts medical treatments received in jurisdictions where human cloning treatment is lawful, and permits continued research in in vitro fertilization, fertility drugs, and cloning techniques for non-human organisms or non-embryonic human cells.

Creates a Stem Cell Research Advisory Committee composed of appointees from the University of Mississippi Medical School Dean, Governor, Speaker of the House, and Lieutenant Governor to examine stem cell research in Mississippi.

Prohibits state appropriated funds from supporting any research banned by the act, and sunsets the advisory committee provisions on July 2, 2015.
