Amends Section 7-7-27 of Mississippi Code to allow the Board of Trustees of State Institutions of Higher Learning and local boards of trustees of community or junior colleges to adopt rules and regulations permitting waiver of certification that goods or services have been received or performed.

Requires higher education boards to establish rules consistent with those set by the Department of Finance and Administration, which already has authority to waive certification requirements for certain circumstances.

Permits waivers for service contracts of limited time periods, lease of office space and equipment, computer software, and subgrantee disbursements under federal grant programs.

Takes effect upon passage.
