Designates the West Point Consolidated School District as a countywide municipal separate school district comprised of the former Clay County School District and West Point School District, with the central office located in West Point.

Establishes a five-member board of trustees with three members appointed by the Mayor and Board of Aldermen of West Point and two members elected by Clay County voters outside West Point's corporate limits in a November 2014 special election, with subsequent board members from outside areas selected by the county board of supervisors.

Removes the requirement that the State Board of Education submit new district lines to the U.S. Attorney General for preclearance under the Voting Rights Act.

Permits the State Department of Education to grant a two-year waiver of accountability and state assessment requirements to any school district administratively consolidated on or after July 1, 2012, when determining the new consolidated district's accreditation level.

Takes effect July 1, 2014.
