Allows students who transfer from out-of-state colleges or universities to become eligible for the Mississippi Eminent Scholars Grant beginning with the 2014-2015 academic year, provided they met all other original eligibility requirements.

Transfer students must maintain a 3.5 cumulative grade point average on a 4.0 scale and meet all requirements for continuing to receive the grant.

Preserves existing eligibility criteria including National Merit recognition, ACT score of 29 or higher, 3.5 high school GPA, Mississippi residency, and full-time enrollment at eligible Mississippi institutions.

Maintains the annual award amount of up to $2,500 for tuition and fees and existing renewal and continuation requirements.

Takes effect July 1, 2014.
